Introduction Herbert Roback, who devoted 34 years to public service, was widely admired for encouraging promising students to pursue careers in government. In his honor, family and friends created the Herbert Roback Scholarship Fund to continue his efforts supporting future public servants. The fund is managed by the National Academy of Public Administration, a nonpartisan, nonprofit organization of which Mr. Roback was a distinguished Fellow. Award Each year the Academy grants one scholarship, up to $7,500, to a graduate student who is either currently enrolled in or has been admitted to a full-time, accredited master’s program in public administration, public and international affairs, public policy, or political science. The scholarship recipient is invited to the National Academy of Public Administration’s annual meeting each November, where they will be formally acknowledged in front of the Academy’s Fellows and invited guests. Who is eligible Nominees must be students from: - A university in the Washington, DC metropolitan area, or - One of the following institutions: Maxwell School, Syracuse University; Brandeis University; the Woodrow Wilson School, Princeton University; John Jay College (CUNY); or SUNY Albany, Binghamton, or Brockport; or New York University. Application process Nominations must come from the student’s school—self-nominations are not accepted. Each school may submit up to two complete nomination packages to the Scholarship Committee. A complete submission must include: 1. Undergraduate and graduate transcripts 2. A biographical resume or curriculum vitae 3. A 500-word statement outlining the student’s professional interests 4. Two letters of recommendation from professors 5. A cover letter from the Dean, School, or Department (strongly encouraged) Selection process An Academy Scholarship Committee made up of Fellows and other individuals experienced with graduate education and public service evaluates the nominations. Committee members consider a range of factors but place special weight on the candidate’s promise for achieving excellence in a public administration career. Deadline Each school must send its nomination packages (maximum two per university) to the National Academy of Public Administration by May 31, 2026.
